Nah, she's always struggled with them. I remember her 3rd album did incredibly well in the first week and spawned Bittersweet, which was a big hit (for her standards and the standards of r&b), yet they took months to release a second single and it ended up being one of the weakest songs on the album. And they didn't promote it either. On her 4th album, the situation got a bit better, cause she had 2 successful singles and decent promo, but they still could've done more for her.
They even screw up with HUGE r&b artists, like Usher (shelved era) and Chris Brown (never good promo, too many singles at the same time). But then again, at least RCA releases r&b albums. A lot of labels no longer bother.
