I think everybody should have a choice for himself, so I am against parents deciding over their children, unless it's for a medical condition. I am not against circumcision.

These percentage reductions almost always are in reference to unprotected sex. Condoms reduce the risk much better.

If you're going to raise your child to not use condoms when having sex, then congrats, this is great news for you. For everyone else condom use will do all of this and more.

And if your justification of circumcision is predicated primarily on its HIV-reduction benefits then surely you can wait until your child is at least sexually active before suggesting the procedure in the first place. There's no sense in electing it for him when there's a chance he may end up wishing you hadn't.

These scientific studies are always used so poorly to justify the extension of a practice that is primarily cultural and whose scientific benefits leave much to be desired.
