A faction of the dorthraki abandoned her and took most of the good fighters when Khal Drogo fell sick. Leaving her with children and women mainly. When she burned the khal, witch and eggs and emerged from the pyre with three dragons unburned the remaining khalesar bowed down to her. Including a few blood riders, the fighters who stayed to protect her out of loyalty to Drogo. They all saw her emergence as a sign that she's their new leader and khaleesi. So no one there would've insisted on tradition to take her to the sanctuary. No one with power that's matched by her or her blood riders.
In the books she runs into a khalesaar that is led by the man who she stopped from raping a woman in S1, who has a grudge against her. In the show this is just some random khalesaar that's looking to fulfil it's traditions when they meet the old Khaleesi.
It's not really plotholey, it's just that a lot of this happened so damn long ago lol
