I assume you're referring to the success of urban music in the US.
1) This is nothing compared to the mid 2000s.
2) It's not streaming's fault. The fact is that streaming is growing rapidly and thus having an increasing influence on the charts. That doesn't necessarily mean urban songs will do better. However, they're doing better because they tend to do better on streaming than on sales or airplay, and that's because the demographics of streaming (namely, young people) favor urban songs.
These types of songs don't do well on European or Asian charts, and they wouldn't even if their charts were 100% streaming. It's a taste difference.
