Taylor isn't blocking Justin. Taylor's presence isn't going to change the overall sales Justin was always going to get for this week, and she isn't going to change the fact that he's going to get what looks like a top ten debut. Justin being #1 on iTunes wouldn't change its overall sales for the week, and it wouldn't change its official position.
A block only occurs when Taylor sucks sales away from Justin, and it's quite unlikely that's happening. If anything they're augmenting each other.
