The fact this is probably one of the things or THE thing that will decide if s/he graduates this month, might make it more likely s/he'll copy from it, cuz s/he might be stresses/scared s/he won't graduate... Over here both the enabler + the cheater get the lowest score + no chance to retake it + it's mentioned in their file...
Proof that you sent it and mentioned that s/he couldn't copy doesn't help at ours, cuz you prove you were aware s/he might copy it + were probably thinking s/he would, also, you might have discussed it'd be okay face to face since you know each other
