Katy has had a #1 every year apart from 2015, when she didn't release anything, since her debut. When was Gaga's last #1? 2011

So Katy is clearly more consistent

Katy has already showed immense talent in country, pop, gospel, electro pop, disco pop, funk pop, trap, hip hop, dance pop, power pop, dance rock, bubblegum pop, electric, electropop, [source] so that point isn't really valid

Consistency = managing to have longevity. A huge peak and then crash isn't indicative of a long career

If you imply that Gaga had a huge peak and then crushed then we will have to wait and see in her next era. So far she had a more successful career than Katy even with less number 1's.
