Because when you are in retail, you are trained by asset protection / loss prevention on what you can and cannot do. I have been working in retail for ten years, five different retail companies, and all of them have the same rule. You can confront a customer the item they are about to steal, but you cannot "accuse them" i.e. if I see you walking out with a shirt, I can go up to you and ask, "May I bring that to the cash desk while you look around?". The whole staff is trained to not be a hero and stop the thief if they run out of the door because they may potentially have a weapon, so even if a granny walks out with a bag of clothes, once she exits the premises of the retail store you are no longer allowed to catch her. Their protocol is to call security or the police.
