The Chinese government probably don't hate homosexuals. Banning homosexuality is just another way of the government exercising its authority and controlling / restricting the freedom of its citizens.
Acceptance / legalization of homosexuality is one of the freedoms / rights enjoyed in secular liberal democracies in the West. China has become anti-western since the Cultural Revolution. It rejects what it perceives as western values (democracy, the western notion of human rights, civil rights, individualism, capitalism, etc.) And it has been an authoritarian state since forever. The Chinese government strictly regulates almost every aspect of the life of its citizens, and public display of homosexuality is just one of many things it censors / restricts.
