Ugh just keep the system as is. Who cares if the newest countries that joined the EU are throwing a fit?

The nominal GDP per capita of the E.U. (yes, including eastern European nations) is higher than that of Japan and Israel, and those are not considered "poor" by anyone even with rents 2x as high as the average E.U. country.
