I watched the whole thing. It was obviously he was trying to refer to the negative atmosphere surrounding black neighborhoods.

Now I'm not saying he wasn't in the wrong (he clearly was with that quote) but it stupid that people like to drag on singular quote without looking at the whole context. Anyone that honestly paid attention to the debate knew what he was trying to say.
