Some of the best members probably have a few WPs. That doesn't make them unqualified to be a moderator.
I agree to be honest, clearly for some members they have no chance but (believe it or not) I have extensive experience moderating but as I don't currently take ATRL overly seriously I don't follow the rules to the letter.
Mess, I used to want to be a mod, I don't know if I want to any more. Maybe I should just apply anyway.
