Yeah, you have to watch a little DS9 to appreciate the whole “Maquis” storyline on Voyager. Season 2 of DS9 has episodes devoted to the struggle called "The Maquis." There's even this one arc (DS9: "For the Cause" and "For the Uniform"), with a Maquis sympathizer, working as a Starfleet security officer, who fools everyone and makes Sisko go on a rampage trying to hunt him down like Janeway did that Starfleet captain who was killing aliens and using their bodies as fuel for their ship (Voy: Equinox).
TNG: “Journey’s End” (Season 7) is sort of where the Maquis story line really starts. There are prior episodes with the Cardassians, but the the “Maquis” storyline and the Federation/Cardassian treaty start there. Then go to TNG episode “Preemptive Strike” (also Season 7). Then watch the DS9 Episodes.
