In the UK 'Two Thousand Ten' doesn't make sense. It's 'Two Thousand AND Ten', and that's too long winded to say. 'Twenty Ten' sounds better, it's snappier and easier to say. When people talk about the year 1910 they say 'Nineteen Ten' not 'Nineteen Hundred and Ten' or 'One Thousand Nine Hundred and Ten'

If 1999 is "nineteen ninety-nine", but not "nine thousand, nine hundred and ninety nine", why would it be "two thousand ten", no "twenty ten"?
