There are Arabs that are light-skinned but they don't look like White Europeans at all and can still easily be distinguished as Arabs/Middle Easterners despite their skin color. Sikhs, on the other hand, are often placed under the same umbrella as Muslims not because of their skin color but because of their costume and headgear which closely resemble those worn by Arabs in the Middle East. The cultures around the Middle East and the Indian subcontinent have influenced each other (Sikhism, for example, developed out of mixing Islam and Hinduism hence some similarities) that's why people who are not familiar with their differences tend to have them easily confused. It's the same as how most East Asians cannot tell the difference among English, Scottish, Irish, Germans, French, Russians, Australians, Canadians and just assume all white people they see are Americans.
