Yeah, she totally could. It's easy to hire writers and get a hit song. Heck, she's talented, she could wright herself a song and get it on the radio. She just doesn't seem to want to, and I don't blame her. She has done the whole pop superstar thing. She's been in top, she's been on bottom, and she's worked her way back to the top... She has had an amazing career with amazing accomplishments that will never go away. If she wants to just stick with being a mom right now, she has every right to.
It is worth noting though, that some artists don't even have their biggest hits until much later in life. Cher was multiple decades in before she had 'Believe'. It is certainly possible that Britney hasn't even had her biggest hit yet!
She is still young and beautiful. She just needs to put more efforts into her works. Her fanbase is not as big as before but it is still big. Britney will win again when she releasez right materials.
