i don't want to sound ableist but I imagine raising a special needs child is physically and emotionally exhausting so i do not judge women who decide to get an abortion because of that. And I imagine it must be difficult for these children to be adopted which makes the whole situation so complicated.

There are many reasons someone might terminate a pregnancy when they know the child is going to have special needs. Financially it can be a huge strain (especially in the USA where health care isn't free) and also the child will probably have a hard life.
It should be down to the mother because she knows her situation and what she can handle.
This law is so backward.
