Yes. IPhone 4's don't even get updates anymore and your phone is more open to viruses. Yes, iPhones can get viruses. If you can't afford an 5S, go for a 4S. It still gets update until iOS 10, but I'd go for a 5S. And don't go for a 5C. pieces of **** and don't even get Adblock or the new night mode colors and cheap are the two selling points, that's it.
But if you like the size of a 5S and the best specs for a phone (better camera, faster speed on phone and current iOS) but enjoy the size of a 5, go for the new IPhone, iPhone SE. It's only $399 and the only disadvantage is no Live Photos but I believe only iPhone 6S has it anyway and it's not worth it to have it and have a huge ass phone if you like 4 inches for a phone.
However, if you're expecting a lot for an iPhone 4, you'll be getting around $50-$80. They're not worth much atm. Especially if you have cracked screens or stuff.
