It's not a law yet... More like a regulation but you can't really explain how those things work here... It's more like a case-to-case basis... But it isn't really a issue cuz there're ways to watch the shows (like through webdrive sharing) and stuff... Yes it's not allowed to be published officially but it's like they're turning a blind eye on this...
