It's based on overall chart run/performance of a song. To account for changes and methodologies over the years, they give weight to certain eras (for example, a song that spent 10 weeks at #1 in the 80s probably gets more weight than a song that spent 10 weeks at #1 in the 2010s, because average chart life back then was much shorter).
