...No, that's not it. There's plenty of funding.

It has more to do with the fact that most scientific discoveries and seemingly promising avenues for future cures for things like HIV and cancer don't pan out in the way researchers hoped and/or still don't have any practical or safe means of application yet. In this case, the latter still seems to be a major hurdle.

Getting new treatments cleared through the proper bureaucratic channels is extremely expensive and time consuming.

A breakthrough discovery could be made tomorrow, but it would take years and years for it to make it's way through human trials and be deemed effective AND safe.

There's a good chance that some type of drug that made headlines a few years ago is still stuck somewhere in this process.
