I'd say in order to be able to even be a millennial you need to at least have memories prior to 2002. If you remember 9/11 you're probably a millennial. I don't remember 9/11 but I have memories from the summer of 2000 on, plus my brother and sister are 6 years older which definitely makes them millennials, and they would obviously have a bigger influence on me. Also, while I did grow up with computers and the Internet, I have been using computers for as long as I can remember, and I used Windows 98. Also I remember dial-up. I think we used AOL for a bit, I think until we moved but we could have gotten Comcast at some point. So I'd say even though I'm on the borderline going by age, I'm still solidly a millennial.
If you were born in 2000 or later you're definitely not a millennial.
