Yes, potentially. But it seems extremely unlikely they will ever do anything (yet). Mostly full of ****, empty threats. (not unless they developed enough weapons to both destroy and ultimately protect of course)
if they were going to do something, they would've done it by now. they have the technology to cause grave harm but they're not going to do jack **** with it. definition of talking the talk but not being able to walk the walk. I'm more afraid of being mauled to death by a bear while sitting in taco bell then I am of being under attack by North Korea
Honestly, North Korea is all talk. They know if they were to actually start something, it wouldn't end well for them. They don't have any real allies anymore, as China has clearly had enough of Kim's ****.
However, visiting the DPRK is probably not recommended as you could be faced with being arrested for ridiculous things.
