This century, the only ones that got nominated are French (Cotillard, Riva which is a grand total of 2 people) or Spanish.

Just out of curiosity, checking Sag vs. Oscar Awards, differences in black noms:

Besides previous Oscar nominees, active voters are “those who have worked in the last 10 years or those who have worked anytime during three 10-year periods whether consecutive or not.
So if I was in a film in 1976, one film in 1986, and one film in 1996, and that's all my credits, I'd still be eligible to vote.
