The base game is still the same minus a few extras. Where it shines better is the DLC.
The most recent expansion has one of the highest user metacritc scores from fans for a long time.

My problem with TS4, as many have already said, is that it doesn't progress anywhere. The Sims 2 COMPLETELY revolutionised the Sims series even from just the base game, and the expansion packs were an excellent addition; each of them really functioned to expand the Sims in new and innovative ways. The Sims 3 was okay as a base game, it did really change things up with the open world and story progression. The expansion packs weren't as good as TS2 because quite a few were merely rehashes of what had been done in previous series, or, with the case of Showtime + Late Night, just a repeat of the same series! (I really really love Showtime, but I'm kinda pissed that they just used elements of Late Night and expanded them) The Sims 4 just had SO much missing from the base game. No toddlers, no ghosts, no swimming pools? These are literally fundamentals of the Sims series. With TS4, it really feels like EA are just trying to milk the series as much as possible; it did sorta feel like that they were milking the series with TS3 as well, but then expansions like Generations and Ambitions came along that were thoroughly interesting additions to what was going on. The Sims 4 represents a series that's become stagnant and unwilling/unable to push any boundaries. Sure, the game packs are a neat idea, but they're not really doing anything we haven't seen before. I do hope that with future game/expansion packs that they change things up, or at least try to think of a way in which they can change things with The Sims 5 (if it is actually developed).
Those are minor changes. Multitasking has created more issues than enjoyable game play, but the idea is nice and welcomed. Emotions were already present and displayed better in The Sims 2. I didn't need my sim to get inspired by a shower or from a painting. Also none of these emotions matter if sims don't act appropriately (sims not caring if cheated on, for example), or if they change at an unrealistic speed. Again, minor changes, adding nothing revolutionary to the game itself.
Yes, TS3 had its issues. I am sure any fan of that installment will you tell you that. The biggest issue is that they completely tossed it instead of fixing it. It's 2016, and The Sims franchise is no where near where it should be. It's not truly advancing, and any small step forward is met with 100 steps backwards. It's not that the game is truly awful, it's just that we were given so much with the Sims 2 + 3 and given so very little with 4. I am not waiting for EPs to turn this game into a game.
They fixed the reactions of Sims long ago. So Sims do care when cheated on etc. It was a bug.
And with the Sims 3, there was literally no gameplay in the base game. Go back and look. There were not NPC run community lots, no actual places to visit, apart from a Guitar and Easel, Sims had no hobbies to partake in, everything was Need based. It was extremely barren.
The Sims 2 had legit been the only base game with lots of gameplay. But I can't imagine anyone played The Sims 3 base game and didn't get bored. It was one of the biggest complaints when the game came out.
The Sims 3 definitely had ambitious ideas behind it, unlike The Sims 4. I definitely agree with the DLC bit, but TS3 at least tried to engage its audience. TS4 was an admitted rush release. I would understand your viewpoint if we got the online version of TS4 and fans were displeased, despite the game having solid gameplay. However TS4 brings absolutely new to the table. Sims 1-3 added drastic new elements to the franchise.
Edit: TS3 console is awful, but if you stan for TS4 I can see why you would like it.
TS3 console is actually pretty bad because it's just the base game, I meant to say The Sims 3 Pets console. You get WA & Ambitions in the game with new Active Careers and Adventures. You get all the tools from the PC game, plus the majority of the Sims 3 store up to that date. Pets can also have jobs unlike the PC game as well.
And you can play the game via Voice Command, so you can order your Sims around by talking to the game. It was amazing. And the graphics were improved.
And all for the cost of the base game (actually half the price of the base game which was $109 in Australia and TS3 Pets was $49).
And on top of all that, the game ran really well. Versus how slow and unstable it runs on PC.

I never said that.
I said peak era worthy content. As in reception to the content (fan response, customer reviews etc) has been on par with what The Sims 2 games got, which was the peak.
I never said The Sims 4 was the peak Before the new CEO of Maxis, the game was constantly rushed and just too buggy for it's own good. I said that alot.
However since the new CEO has been on board, the content has been much better. And fans and the GP are voting it on par with Sims 2 content.
When is a new stuff packing coming out? Its been over a month since the last one so it seems like its that time for them to announce the next one
The monthly content has stopped since the new CEO of Maxis joined, who wants devs to take their time and isn't as fussed about deadlines.
That's why Stuff Packs took a 4 month break, the GamePack has been delayed to make it better, and the last expansion pack was delayed to make it better.
The old CEO of Maxis inforced deadlines and rushed content out.
