Actually, the whole eastern Poland is frightening. It's kinda like Russia 2.0.

Łódź has been lately going through its renaissance. I believe they have already built the bypass road so the traffic part had been minimised. Lots of artists have been coming to live there lately and the city is getting more and more renovated (especially Piotrkowska). I also heard some businesses are moving there from Warsaw, cause it's cheaper obviously. I think it'll get back on its feet soon enough.
But yeah, it will take time to get rid of certain specimen that live there
