"Hoe." Let's take a closer look at that word, because I think that's where the answer lies.
It's an abbreviation for "*****." But what
is a *****, exactly? Well, it's someone who degrades him or herself in order to get something that they want, be it money, fame or attention. Traditionally, it means a prostitute, who has sex for money. But there are also people who we call attention *****s, or fame *****s.
So the word comes with a pretty strong implication that women who engage in sex are degrading themselves. But why do we think that, exactly?
Well, there are a lot of reasons, but I think they can all be traced back to one pernicious double standard that still persists in our society:
Men act; women are acted upon.
Basically, this means that, in our eyes, men have agency while women do not. If a man decides to pose nude, it's clear that he's just doing it for himself. If a woman does it, however, she must be doing it for the benefit of thirsty-ass men. Men can act out of their own volition, but women cannot act without the influence of a man.

...is also an example of that double standard. If a man abuses a woman, he's just a bastard. If a woman abuses a man, the first question we ask is, "Well, what did
he do to provoke her? What did
he do to deserve it?"
As for where this double standard comes from, I have no idea. All I know is that it's a toxic double standard that doesn't do women or men any favors.
