That first part of what you're saying....sexual abuse is such a tough legal topic because unless it is reported soon after it happened or there is hard evidence it will be hard to say anyone is guilty without a doubt. And yes, I know that many victims don't report early enough because of their emotional turmoil but after that it still is what it is in most cases.
Still, there are so many documented cases of women who claimed they have been raped out of revenge or whatever. My point is that you can never trust anyone, and if there is no hard evidence, you (as an outsider) should not tend to believe a woman just because.
Society needs to do something about the shame victims feel. An abuse victim should be guarded and able to report the crime right away.
