Matt Rutler took the fam out for a Sunday drive recently in Brentwood, and while stopped on the side of the road little Summer Rain hopped in Daddy's lap. No big deal, until they drove off and she remained in that dangerous position.

You missed the part where they drove only 100 yards, which only takes a couple of seconds. Yeah it's still a violation, but it's not as if they were on the road/highway with multiple vehicles around them.

Britney drove even less than that and was DRAGGED to the maximum. Anyway, I don't wanna compare because you just can't do that no matter who you are.
