No. Bill Gates is the wealthiest person in the world and no black person has ever entered that realm of financial success (wealth in the multiple tens of billions). It's her saying that even as wealthy and successful as she is, she's still ambitious and not accepting the glass ceiling and limitations on how far she can go as a black woman and neither should any other black person ("YOU just might be a black Bill Gates in the making").
