Gaga, who has sold more than double the albums Katy Perry has sold. She also has sold more concert tickets.
Katy wins in singles though, it's just the prices above $1.29 that she has trouble racking up despite intense promo.

Gaga's selling power has decreased a lot since her peak, as shown by the fact she hasn't had a top 3 hit or a platinum album in half a decade
So I would say Katy currently has more selling power
