Yeah because of her fear of overexposure. I don't think there is a reason to be feared of that, but she is. And releasing a single now 6 months before her usual time for a lead single, means there won't be a lead single in 6 months.

I think she didn't want to overexpose the single b4 the video drops. OOTW would be much higher if it wasn't already a promo b4.
Callout scores are horrible, video views are horrible. Sales aren't the only area where the GP said loud and clear "NO".
Indeed. She gave it tons of promo during the start of 1989 era, and still was a bad seller throughout its run. Its horrible lil sister Welcome to New York was overshadowing it all along.

It's kinda sad that OOTW flopping made people forget how much power it had when it was a promo single.
