Why was ROTY the last award announced when AOTY is the most prestigious and typically the last one given out?

Because people care more about hit songs than they do albums now. "Saving the best for last" kinda thing

There was one point in time ROTY was considered the top award and was shown last. I think when Lauryn Hill won, that's when AOTY was shown last and it was kept that way for a while. I guess now that album sales are a thing of the past, AOTY is "less significant". I don't really get the Grammys nowadays. Hopefully, that helps.

I guess to show the people difference between song of the year and record of the year. Record was always misunderstood.

If you look at the order of the categories, ROTY is the 1. category. Some years, ROTY is shown last, especially in past decades, some other years, it is AOTY that goes last, but the most important category is ROTY.

Album of the Year is definitely seen as the most important/top awards by industry standards and to the public, though. No one really complains when an undeserving person wins ROTY. I don't even understand why it's listed first.

You have to go all the way to 1983 to find a fluffy act like Toto. Otherwise, all winners are respected musicians/songwriters/vocalists. When a new artist wins ROTY, it happens when said artist has had a tremendous year or shows a lot of potential to become a respected artist (Norah, Amy).

I think AOTY is more prestigious, since your are basically awarding the entire collection of songs, and not just a single song.

Definitely this. And people respect Album Artists more than Singles Artists. Eg Taylor Vs Katy :/
