I think Africa is considered a token "country" to represent malnourished, poverty and diseased strickened nation comprised of black people being stalked by vultures, waiting in a corner for them to drop dead so the birds can feast on their corpse. Disgusting notion I know but it's possibly what was in Kanye's mind when he mentioned that.
