Because last year they gave A Million Voices a big fat zero and this year they don't want a rip off of that song to represent them. They being Lithuania's national channel.
The televoting in Sanremo is pointless. It stays open from the beginning of the show to the end. A vote for your fave without actually knowing the songs tea

Lithuania better not. Last year they tried to be the anti-Russia with the gay kiss on stage and the 0 points to Russia (two of their jurors put Russia last... how could you possibly think Polina was the worst performer of the night?!)... yet they have similar restrictions to Russia when it comes to the gays
