I'm guessing this kind of ruleset is in place so people don't "go all out" and post 20 troll threads everytime they have 9 WPs and are close to getting banned for a month.

you don't, it takes a long time to be warned so like you could definitely have time to make 20+ posts/replies in threads before you accumulated 10 posts
it's not the only way to get banned, some people ask to be permanently banned
They need to start permabanning known trolls that just go on perpetual banned - active for a few days/weeks - banned cycles. If Goosey got the boot for it, not sure why it's tolerated from so many others.
