What does America have to do with this question? How insecure are you that one city outside of the USA getting praise makes you feel the need to bring America up?
Montréal is a beautiful city.
Visit in summer though.
It's incredibly laid back. Summer life is the ideal in Montréal. The park culture is very big, you can find most parks packed and a lot of people hop from on park to another, as you can find major parks within only a 15 minute walk from each other. The laws in Montréal allow you to drink wine in beer openly in parks (so long as you have food but that is never enforced). You can also openly smoke marijuana almost everywhere in Montréal. Its technically illegal but nobody cares. In fact, on every Sunday there is an event called Tam-Tams centred around a statue at the base of Mont Royal where people gather to dance, smoke pot, and have fun.
Also if you're nervous about speaking only English, as long as you're in the main part of the city you can get around quite easily knowing just English.
