Pay the radios to play the song, book promotional events such as talk shows, and film an interesting but not tryhard music video to help the song go viral
Book the artist some promo spots, start off small like on Late Night shows and the Ellen show and once it becomes a hit start getting the big time shows/award shows. Also film a music video, and have fan interaction+Q&A's to build a strong fanbase. Obviously push it on radio as well
