It's just saying that if The Fame was about having, literally, fame and money and power, then Beyonce is perhaps the modern pinnacle of fame and success with regard to music acts.
It might be grossly out of context since The Fame was more about a Paris Hilton, Britney Spears reckless kind of fame, but it's not completely out of touch.
