Don't give up. You gotta apply for 100s of jobs a week and keep improving your resume and cover letter. Really take the time to perfect it by looking at effective online examples of them and copying their style. You might spend hours upon hours on your resume and CV. But so what? Your greatest potential resume is waiting for you and the rewards it will give you is great.
I got to tired of being out of work that I jumped right outa the square made my resume entirely visual. I spend all day utilizing my digital design skills to make a really neat visual resume, and when I submitted for more jobs after that was when I finally got heaps of callbacks and ultimately a good-paying job.
