It does count, they're downloads that were previously paid for. Similar to gifting on iTunes, except Rih gifted 1 million copies of ANTI on Tidal, and she was paid in full. Technically, more money than she would have for a standard release on iTunes..
It's "free" to the consumer, but the product itself was not free. Obviously to a forum that relies on Billboard for their information will not understand this, and would rather track the sales traditionally. It's 2016 now and that's frankly boring.
