I think it means they deduct the minus amount from their total (in this case, £1,000) but give the contestant one-space advantage. The £40,000 offer is essentially the opposite. They offer the contestant a larger sum of money to win, but they're at one space disadvantage, and therefore more at risk of being caught by the Chaser.
