Simple answer.
First, of all, Mexican is not a race nor does it dictate the color of your skin. One can be Mexican and be black, white, indigenous, etc.
Assuming that what you mean by "Mexican" was "Afro-Mexican" or Mestizo, Mulatto, etc; not liking black women comes down to Western beauty standards imposed by white people. Many Latino minorities are taught from birth that white people are beautiful, while the darker your skin is the uglier you are. I can tell you that from experience. I grew up thinking I was ugly and stupid because I had a darker complexion than other people. This is very much prejudiced. Racism works to create a superiority complex, but in the U.S., if you're not white or East Asian, you're not above anyone. If your skin is any tone of brown, you're automatically below everyone else.
In this case, a brown-skinned Mexican not liking black women would be a case of racist self-hate caused by Western society. BUT, the focus should not be on whether or not people of color can be racist. The focus should be on dismantling racist Western standards.
