Last time she was in South America, she sold out every show she had. She didn't promote her album before Vegas worldwide hence why Femme Fatale tour didn't pull any huge numbers. They were still similar to the California Dreams tour. If she wanted to embark on a worldwide tour, she'll have to release another album and promote it around the globe, like she did with Circus. Her contract in Vegas only prevents her for doing performances in the US.
