No, lighter skin is traditionally accepted as more appealing everywhere. As for white supremacy (as in the race), that's definitely a Western European idea that started in colonial times and used as a justification for invasions/violence.

I think the western quest for tanned skin is a beauty/sex thing, but the Asian quest for fair skin is more of a status thing. People automatically think you're more amazing/beautiful/special/worthy with lighter skin. And western people subconsciously think so too about lighter Asians.

It's all of Asia. And that explanation is really simplifying to just a class thing. People automatically think light skin is beautiful, sweet, innocent and worthy.
