They absolutely both can be in at the same. Look at Sarandon & Davis for Thelma & Louise, MacLaine & Winger for Terms of Endearment, etc.
It's just that these days campaigners dont want them to steal votes from each other and increase their potential of winning, so they wont campaign two in lead. There is no rule saying they can't both me nominated tho.
