Carly Rae has a bigger career in Japan than some have in the US. Japan might not be a huge music market like it used to be, but at least she has a niche over there. I don't feel the need to be the next to remind y'all E•MO•TION remains a higher acclaimed album than 25, but hey-ho. If she's happy, who cares.
Ciara definitely wasn't Ellie Goulding level... that's just delusional.
Her debut album sold 2.8M, and the followup debuted #1 with 350K. Ellie was never / will never be that level of relevance, she couldn't even outdo Me. I Am Mariah first week at her peak.
She was a household name in R&B during the 2000s. Her success in the Urban community is similar to Christina Aguilera's mainstream success. Debut album was absolutely huge, then she just fell faceforward each era. Everyone still knows her, but it's never for her music, and she will never get another hit.

Not in America, but didn't one of her albums (rereleases included I guess) sell like 1M? Adjust it for the sales market and.....
