Yes, he is much better than Troy and he seems to care a lot about Gaga as a person and not just as a celebrity musician which is something she really needed.

I've always liked him but I'm awaiting to see if Gaga snatches an Oscar nom to see if he truly is the best. If he is, that means the campaign he probably helped put together was executed flawlessly and that's the kind of manager every pop girl needs.
