No, the intention isn't to mock another race.

A white person's skin can naturally get that dark via tan + the goal isn't to look like a black (brown?) person, so no.

It could be considered that, but it is just make-up and the idea is to look "tanned."

Of course it's a slippery slope, but one day in the future when people aren't innately racist and sexist, people will be able to do whatever they want and no one should be offended.

I don't even know what brown face is, but if it has the same intention as black face, no tanning is not the same thing.

Black/Brown face = making fun of people of color, Tanning/bronzer = darkening your skin tone without ill intention.

Bronzer is to emphasize your cheekbones, illuminate your face, etc etc. It's not the same thing at all.
