Rap/ Hip-hop albums sell more (generally) than pop albums. Plus, Nicki promotes herself at the same pop culture events such as the VMAs (twice), EMAs (hosting as well), BBMAs, AMAs etc. If you aim to target the mainstream, you are a pop artist.
Also, another example of your flawed logic is how you imply that Gaga should sell 7M albums again just because BTW did. In that case, following on my use of Nicki Minaj, why hasn't The Pinkprint sold as much as Roman Reloaded OR Pink Friday? Why didn't Talk That Talk sell as much as LOUD? Why didn't E=MC2 sell as much as Emancipation?
We can even remove Nicki from this and insert ANY artist. Album sales go up and down for artists all the time. It is how the damn industry works. We are fickle beings. Just because Rih may not outsell Gaga now doesn't mean she won't sell 8x her next era, for example.
